At the level of judicial districts, we also find, in addition to the Federal judicial police, the so-called “Decentralised Co-ordination and Support Directorates”*.
These 27 directorates are managed by a “co-ordinating director” who, together with the judicial director, plays a key role in the integrated functioning of the police, more particularly in the approach to security problems, the organisation of the administrative police information flow at the district level, the co-operation between the different police zones and the functioning of the Provincial Information and Communication Centre (CIC).
Tasks are performed at district level, taking the specificity of each district into account. So, the director coordinator enjoys a high degree of autonomy in order to adapt his directorate’s operations to the reality of the district.
The Co-ordination and Support Directorates are responsible for the following:
-
Providing support to the decentralised federal services.
-
Providing technical, administrative and operational support to the Local Police.
-
Coordinating the support provided by the federal level to supralocal administrative police missions (on request of the competent administrative police authorities).
-
Coordinating and directing police operations in accordance with articles 7.1 to 7.3 of the law on the police function.
The co-ordinating director performs other specific tasks. Among others:
-
He maintains regular contacts with the administrative and judicial police authorities, with the military territorial authorities and with the heads of the police services within the judiciary district.
-
In some cases (as provided for in the law), the co-ordinating director directs and co-ordinates police operations. He is also in charge of implementing the directives and requisitions issued to him by the authorities (mayor, province governor, judicial authorities).
-
The co-ordinating director is also responsible for the daily management of the victim assistance capacity available at the decentralized level of the Federal Police.
-
If necessary, he provides the police authorities with support in implementing their policy and preparing their security plans. In addition, the co-ordinating director provides (on request) methodological support in drawing up, monitoring and assessing the security plans.
* However the situation of the legal district of Brussels is specific as there are two administrative districts, namely Brussels-Capital and Halle-Vilvoorde. That is why the deputy director coordinator’s office is based in Asse.
